2RW provided comprehensive mechanical, electrical, plumbing, and energy engineering support to the Virginia Department of Mines, Minerals, and Energy’s (DMME) Division of Energy over a period of 15 years. This included support for numerous programs funded by the State and the U. S. Department of Energy.

Services
  • Conducted technical reviews of energy audits for Virginia schools and hospitals participating in the Institutional Conservation Program (ICP), to promote energy conservation in institutional buildings. Conducted on-site facility inspections across the state to determine installation effectiveness.
  • Evaluated the effectiveness of 2,000 energy conservation measures in 711 schools and hospitals. Identified the most-cost-effective energy measures, analyzed air pollution reductions, and estimated energy saving potential.
  • Consulted on various aspects of the development and implementation of the Virginia Energy Plan. Initiatives included reducing energy use and cost in state-owned facilities, setting up a reporting infrastructure, and developing financing alternatives through the Master Energy Lease Program.
  • Supported the implementation of a system that tracked energy cost and consumption and analyzed energy reduction accomplishments for 80 state agencies totaling 80 million square feet.
  • Provided technical assistance in evaluating alternative and renewable energy demonstration projects and the technical viability of lighting and motor efficiency projects as a part of a $2 million grant program.
  • Developed guidelines for the Virginia Solar Manufacturing Incentive Grant Program (SMIGP) which was jointly administered by the DMME and the Virginia Economic Development Partnership. The goal was to stimulate economic development by encouraging growth and development in the PV manufacturing industry. The SMIGP provided performance-based incentive grants to companies that manufactured and sold PV panels in Virginia. Participants included Solarex (which was a business unit of Amoco/Enron then BP Solar) and Solar Building Systems (an affiliate of Atlantis Energy).
  • Helped develop technical training programs including: Virginia Energy Plan implementation and monitoring for Virginia Agency Energy Managers; energy conservation for A/E firms conducting ICP energy audits; ASHRAE/IES 90.1 for non-technical facilities managers; and energy conservation for public housing authority maintenance personnel.
