Development of a 645-acre Gloucester County site into a new state park destination with public access, camping, boating, interpretive, and support amenities. 2RW provided MEP engineering for distributed site infrastructure, including restrooms, bathhouse facilities, picnic shelters, boat launch areas, campground utilities, well and pump systems, and electrical support for an open-air education center and interpretive visitor experience.

Project Goals

The Conservation Fund and project team sought to transform a Gloucester County site previously slated for residential development into a new state park destination with public access, camping, boating, educational, and support amenities. The project created an outdoor public resource with the infrastructure needed to support visitors, interpretive programming, and park operations. A key feature of the site is an open-air interpretive pavilion and surrounding landscape path that share information on the culture, landscape, and movement of Virginia Indians through displays and an immersive walking experience.

Services

2RW provided mechanical, electrical, and plumbing engineering services for site amenities, including restrooms, a bathhouse, picnic shelters, boat launch areas, campground facilities, a well pump house, a dump station, and a maintenance yard. The work included coordination with the civil engineer for site utility routing, as well as MEP input during planning, design, and construction.

Mechanical design focuses on ventilation and heating systems for restroom and bathhouse facilities, including exhaust, makeup air, electric heating, and controls suited to outdoor-use buildings.

Electrical design included power and lighting for site structures, campground hookups and pedestals, well and pump equipment, site lighting, service equipment, and power infrastructure serving visitor and maintenance areas. At the open-air education center, MEP support focused primarily on electrical infrastructure, with power and lighting designed to support visitor use, interpretive displays, and safe circulation through key site areas.

Plumbing design supported domestic water, sanitary waste and vent systems, water heaters, restroom and shower fixtures, well system pressure equipment, and chlorination infrastructure.

Results

The coordinated design provides distributed site infrastructure to support day-use visitors, campers, boating access, educational programming, and park operations across a large outdoor site. Durable, straightforward systems were integrated with civil utilities to create functional public amenities while supporting long-term maintenance, reliable operation, and a meaningful visitor experience.
