2RW has performed energy, commissioning, and design services for multiple City of Lynchburg Municipal buildings.

Energy Services
2RW was initially selected by the City of Lynchburg, Virginia, to conduct energy audits and pre-commissioning services for its City Hall, Human Services, and main Public Library buildings. These projects were financed through an Energy Efficiency and Conservation Block Grant (EECBG) the city received from the U.S. Department of Energy.

Energy and water conservation measures identified through the energy audit included:

  • Retro-commissioning of the building heating, ventilating, and air conditioning (HVAC) systems and automation controls
  • Conversion of constant-volume to variable-volume systems
  • Lighting fixture upgrades
  • HVAC system replacements
  • Water conserving fixture upgrades
  • Each of these measures was evaluated using annual hourly analysis software

The recommended improvements will create a more comfortable environment for building occupants and are expected to save the City a projected $100,000 in energy costs, with a return on investment expected in approximately seven years.

Design Services
2RW was also retained to provide engineering design for the following projects:

  • Boiler replacements at the Circuit Court and City Armory
  • Controls replacement and conversion of multi-zone air handling units (AHU) to variable air volume (VAV) at City Hall
  • Boiler and water heater replacements at the Department of Human Services building
  • Lighting replacement in the preservation stacks and HVAC and motor control center replacement at the main Public Library
  • Chiller, boiler, controls, and air handling unit replacements at Monument Terrace

Commissioning and Other Services

  • Commissioning of HVAC replacement at the Public Library to ensure that the City achieves the calculated energy savings
  • Commissioning of controls replacement at City Hall
  • Assessment of temperature and humidity conditions at Lynchburg Museum
  • Construction documents for selected energy conservation measures at Lynchburg Public Library

RFIs for these projects were minimal (less than 10 for all projects) deficiencies were largely related to incomplete work from a low bid contractor.
