The Housing Authority of Lackawanna County (HACL) is utilizing an energy performance contract (EPC) to drive energy savings through facility improvements with no up-front capital costs or special appropriations from Congress. The EPC will help HACL significantly reduce energy and operating costs and make progress toward meeting federal sustainability goals.
In support of HACL’s EPC, 2RW has provided services including measurement and verification, EPC technical support for development of a phase II HUD application, and an energy audit. The scope of work included the following.
M&V services to satisfy HUD EPC M&V requirements:
EPC technical assistance to develop HUD application which ultimately determined that an EPC phase II was not economically feasible. The following were included:
Energy audit to satisfy HUD five-year energy audit requirements in accordance with Federal Register 24 CFR Part 965 and Subpart C Energy Audits. The energy audit included a preliminary analysis, field investigations, energy savings analysis, costing to produce estimates for ECMs, financial analysis, and reporting.
