This project included the modernization of HVAC, electrical, plumbing equipment, and interior finishes for Peabody Early Childhood Center in the Capitol Hill area of Washington, DC.

2RW served as commissioning authority for the LEED Fundamental Commissioning of this design-build project.

  • Commissioned systems included:
  • A dedicated outdoor air system (DOAS) with VAVs
  • A Daikin VRV III system with 47 units
  • A recirculating hot water system
  • Lutron-integrated lighting controls with day lighting

Significant performance issues were identified and discussed by the commissioning team during the acceptance phase testing. One of these was that the delivered and installed DOAS unit lacked hot gas reheat coil and was not configured for dehumidification control. The DOAS unit was intended to handle all latent (dehumidification) loads in the building and 2RW clarified the intent of the systems, the criticality of the dehumidification control in terms of estimated energy penalty and system functionality, and facilitated an agreeable solution between the owner, design engineer, and contractor.

It was also noted during trend review that improper VAV control programming and CO2 sensors damaged during construction led to poor ventilation distribution and high CO2 levels in some classrooms.
